The Dashboard is available to users that have the Advanced Edition of EMUE.
How to find out which version of EMUE you have:
Step 1: Open EMUE and click on "About" in the "Help" menu on the top menu bar.
Step 2: In the about window, check to see that you have Advanced Edition.
